The SBIR Phase III program is designed to allow for the optimal utilization of technology developed during Phase I and Phase II contracts.  In order for the government to recognize a return on the SBIR investment, they have made significant strides in ensuring that the government has ready access to the technologies developed.  To enable this, they allow the Phase I or Phase II contract to satisfy all competition requirements for any contract action that derives from, extends, or logically concludes the SBIR technology development.  In addition, there is no limit on the number, duration, type, or dollar value of Phase III awards made to a business concern, including IDIQ contracts.  A key point to understand is that Phase III is not a specific type of contract, it is a designation placed on any type of contract.  Because a Phase III designation on a contract demonstrates commercialization of an SBIR technology, it is recognized as an accomplishment to award the contract on a sole source basis.
